2. Asian Championships and
Qualifications
According to Bylaws, the Asian
Handball Federation (AHF)
shall hold Asian Qualifications
for men, women, junior men and junior women World
Championships, as well as the
Qualifications for World Cup for club teams. It shall also hold the
qualification for Olympic handball tournaments for men and women.
All members that have fulfilled
their obligations towards the AHF basically have the right to take part in AHF
competitions.
These regulations shall apply
in connection with all other pertinent regulation (See
Bylaws).
2.Asian Championships and
Qualifications for World
Championships
2.1
Administrative
section
2.1.1
Announcement
The
AHF General Secretariat shall announce about Asian Championships and
Qualifications, based on the Bylaws and the Regulations for official AHF
competitions.
2.1.2
Number
of participants
The
minimum number of participants at Asian Championships and qualifications of all
categories shall be four teams.
The
AHF Council or Executive Committee has the right to take appropriate decision
in case of the number of participants is lesser than the minimum limit.
2.1.3
Asian
Qualifications for Men/Men's Juniors WC
Teams
achieved good position between lst - 10th in the previous world championship
are qualified for the next world championship. However, these teams are required to participate in the
relevant Asian qualifications. In
case of failure in doing so, their qualification status shall be nullified.
2.1.4
Asian
qualifications for women / Women's Juniors WC:
Shall be held according to Qualifications for WC as per article No. 2, except 2.1.3 shall not apply to Qualifications for Women / Women Juniors WC.
2.1.5
Asian
Qualifications for Club League WC:
1-Asian clubs achieved 1st position in the National Club League organized by members of the AHF, shall take part in this championship.
2-Title
holder of the previous championship.
3-Two
teams from the hosting member.
4-Foreigner
players:
Two players can be registered with the preliminary list of 16 players, who are not on list of registered players with the club for the same year. Only one player shall be registered with the list of 12 players.
5-Teams shall be grouped
according to the number of participants and article 2.2.3 shall be followed.
6-Title holder team of the last championship shall be included in a
group different then
the group of champion team from the hosting country.
7-A
group shall not contain teams from the same country.
8-Remaining teams shall be distributed into groups by a draw.

2.1.6 Registration:
Teams
shall give a binding confirmation of their enclosure), must include:
participation
to the General Secretariat, latest after a month from announcement of date.
& place of the competition. At the same time, they shall transfer a deposit
of US$2,000/- and the registration fee of US$200/-. In case these deadlines are not followed,
the registration fee shall be doubled. In case these amounts are not settled
after four weeks from the fixed dates the registration shall lapse in
accordance with the penalty & fine rules.
2.1.7 Draw and Organizer privileges:
The draw shall be held by the
Competition & Organization Committee of the AHF according to following rules:
-Groups
shall be formed in accordance with the number of teams participating. Teams
shall be distributed into groups according to the ranking in the previous
championship.
-The
Organizer has the right to select it's preferred group within the second level,
incase it is not on top of a group or have abstained from a group. The
Organizer also has the right to choose to play the opening match for male &
female, within its group. Accordingly appropriate changes shall be made in
schedule of organizer's group only and no other changes to the schedule will be
allowed in any condition, once been approved.
2.1.8
Non-appearance:
If
any team, does not appear after the draw is carried out, the COC or the
Technical Committee shall change the match schedule and impose relevant
regulations for penalties & fines.
In
the case of non-appearance or a withdrawal, the AHF Regulations concerning
penalties and fines shall apply.
2.1.9
Team
registration:
Each
delegation may consist of up to 24 persons. Up to 16 players and the remainder as officials (Stating
their function) should be registered with the organizer (with copy to the
General Secretariat) as follows:
-Provisionally:
one month before the Asian championship and qualification of world championship
at the least
-Definitively: one day before the Asian championship and qualification for world championship, one hour before the technical meeting, in three copies, to the AHF representative responsible.
The
registration, on the AHF form for that purpose (see enclosed),must include:
a)
officials
Surname, first name, date of birth, nationality, sex, function within the delegation and indication of the officials.
b)
officials
player
number, first & second name, surname, date of birth, nationality, club,
height, weight, number of international games, number of goals scored (in the
corresponding Asian championship and qualification for world championship);
c)
player clothing
color
of shorts and shirts of lst and 2nd sets of clothing; color of goalkeeper's 1st
and 2nd set of clothing. (Cycling pants may be worn. They must be the same
dolor as the shorts. Or they may be worn instead of shorts. Face masks or
similar are not allowed.)
If a
team has registered fewer than 16 players, it may post register the remaining
players to complete the number during the Asian championship or qualification
for world championship.
One
hour before the start of play, each team must give the Technical Committee a
list showing the line-up with the names of up to 12 eligible players to be used
in the match.
If,
before the start of play, one of these players is been injured, he may be
replaced before the start of play.
If less players are listed, no further players may be added.
It
is recommended by the organizer that a copy of the registration line-up should
be used as this list, with those players not being used deleted.
2.1.10 Eligibility
to play:
The
passport is the only official document to prove the eligibility to play and the
age of a player.
The
age limit for Asian championship and qualification for world championship is 21
years for men juniors and 20 for women juniors.
Players
who are not officially registered by the date set as deadline shall not be
allowed to play in the competition.
Players
are not allowed to participate in more than two
Asian
Championships where the age factor is complied
i.e.
Men & Women Juniors.
Championships
of Junior.
.
2.1.11 Use of banned players and/or those not
entitled to play:
If a
banned player is used, the teams shall lose the
match
with and the match result shall be declared if the
difference
of goals is ten (10) or more. In case the goals
difference
is lesser the result shall be declared as
Ten/Zero
(10:0).
A
fine of US$1,000/- is also imposed to the team.
* If a player is used who is not entitled to
play, his team shall be excluded from
further participation in the ongoing competition and a report is forwarded to
the AHF Council for any further decision.
* A
player is not entitled to play in following cases:
1-Not
been registered in the approved team list consisting of 16 players.
2-
Has played more than two Asian the same category, Men Junior or Women
3-
Holding a fake document.
2.2 Technical
section
2.2.1 Dates for qualifications and Asian championships:
The
AHF, with the organizer's agreement, shall set the exact dates for the competitions, which should
principle be during the following periods:

2.2.2 Dates for championships and Asian qualifications:
- The Asian men, women, men junior and women junior qualifications for World Championships, will take place in even years (2000, 2002, etc.)
The Asian men & women qualifications for Olympic games will take place every four years during the odd year before Olympic games.
The
Asian qualifications for club teams World Championship will take place
every year.
2.2.3 Formation of Groups:
Groups
shall be formed in the following order:

One group if number of participants is between 3 – 6

-Four groups if the number of participants is 13 teams or more.

2.2.9
Evaluation
of results
2.2.9.1 The preliminary round is played in groups. Match results shall be evaluated as
follows:
-

2.2-9.2 Teams are ranked according to the total number of points gained.
2.2.9.3 If two or more teams gained the same number of
points after the group matches have been completed, placing is decided as
follows:
-
results in points between the team concerned;

goal differences in the matches between the teams concerned.

greater number of plus goals in the matches between the teams concerned.
2.2.9.4 If the teams are still equal, a decision is
made between those teams with an equal number of points as follows:
- goals difference is
subtracted in all matches.
- greater number of plus goals in all matches.
2.2.9.5 If classification still is not possible, a draw shall decide. The official AHF representative engaged at that location shall make the draw, if possible in the presence of those responsible for the teams. If those responsible for the teams cannot be present, other co-workers selected by the AHF shall take part.
2.2.9.6 After completion of
the preliminary round according to
2.2.9.7 In the case of a draw after regular playing time, after a break of five (5) minutes there is first extension of 2 X 5 minutes, changing sides half way through but without a break in-between.
2.2.9.8 If the match should still not be decided after this extension, after a break of 5 minutes there is a second extension of 2 X 5 minutes, changing sides half way through but without a break in-between.
2.2.9.9 Should the match still not be decided after the
second extension, then it is decided with penalty throws.
2.2.9.10 Before the penalty throws each
team, using a list of player numbers at that match, gives the referees the
number of five players still entitled to play at the end of the match. They make one throw each, alternating
with the opposing team. Teams have
free choice of the order in which players throw.
2.2.9.11 The goalkeepers may be freely chosen and exchanged. Goalkeepers may make throws and those making penalty throws may act as goalkeeper.
2.2.9.12 The referees decide which goal is
used. The referees draw lots to
decide which team goes first. The team
winning the draw may choose whether it wishes to throw first or last.
2.2.9-13 If scores are equal after five throws for each team the process is repeated until a decision is reached. The other team begins.
In
the second set of five throws each, a further five players entitled to play are
named (players who have already thrown may be used again).
In
this second round, a decision has been reached if, after both teams have
thrown, there is a goal difference.
2.2.9.14 All those players entered in the
match protocol who are not disqualified, excluded, or suspended when the
whistle finished the second extension are entitled to throw or act as
goalkeeper.
2.2.9.15 Serious violation during the penalty throws will be punished by disqualification in all cases if a player making a throw or a goalkeeper is disqualified or injured, a replacement who is entitled to play may be named.
During
each individual throw, only the player making the throw, the goalkeeper and the
referees may be on that half of the court.
2.2-10 Cancellation
or discontinuation of match
If
the match is cancelled or discontinued, the Technical Committee for the
Competition shall be authorized to take appropriate decision, in accordance
with the IHF rules & regulations.
2.2.11 Players and player clothing
-
Each team must possess two differently colored sets of player clothing. In the case of multi-colored shirts,
only one of the colors - and not the main color - may be repeated in the other
set of clothing. Players must wear
clearly legible numbers between 1 and 20, the figures being at least 20 cm high
on their back and at least 10 cm high on their chest.
-
Player acting as goalkeepers must wear clothing that distinguishes them from
both sets of clothing of the other members of their team. However, it is permitted, if the other
conditions can be fulfilled, that a goalkeeper wears his team's field-player
clothing that is not being used in that match.
-
The team captain must wear an armband at least 4 cm wide in a contrasting color
on one upper arm.
-
During the entire AHF competition, each player must wear the same number,
regardless of his position (goalkeeper or field player).
- At
the technical meeting at the start of the AHF competition, each delegation is
obliged to show the two different-colored sets of clothing for the field
players as well as for the goalkeepers.
2.2.12 Change
of player clothing
If
the referees consider that the two teams' clothing might lead to confusion, the
team named first in the match schedule must change its clothing in order that
there is good contrast. This means
that the team named first is always obliged to bring both sets of clothing.
In
all other cases the Technical Committee or the AHF official present shall
decide on change of player clothing.
2.2.13 Playing halls, balls and training
Playing
halls
AHF
competitions shall be held exclusively in playing halls with a playing area of
40X20 meters which comply with IHF regulations.
The
AHF shall supply the Organizer with balls.
Training
schedule
The
organizer must submit a training schedule, two weeks before the start of the
Competition.
Kindly
pay attention to the following, in this connection:
a)
Each team has the right to train for 45 minutes each day.
b)
Teams in the same preliminary round group that have not yet played against each
other should not be allocated consecutive training slots. The break between the training slots of
different teams should be 10 or 15 minutes.
c)
Training slots may be used for training matches against other teams.
d)
Participating teams should be able to train in their respective official
competition playing hall at least once before their first match.
e)
The Technical Committee has the final decision on the training schedule.
2.2.14 Substitution area
The
IHF's Substitution Area Regulations shall apply.
2.2.15 Organizing committee:
Two
AHF representatives shall have voice and vote in the respective organizing
committee formed by the Organizer.
2.2.16 Technical Committee for championships and qualifications:
The
Technical Committee for championships and qualifications will be formed by the
Executive Committee, as follows:

Director or Technical Director
It
should be taken in consideration that the Committee should not consist of more
than two members from a country taking part in the Championship. The Executive
Committee
shall take appropriate action in case of limited number of participants.
2.2.17 Referees
The
AHF shall invite the nominated referees registered in the approved list for the
season, one month before the start of the preliminary round matches at the
latest (date of receipt by the referees).
2.2.18 Rules of the Game
Matches
shall be played according to the currently valid rules of the Game.
Timekeeping
An
electronic clock, operated from the table, shall keep the official time. The
clock must run from 0 to 30 minutes, with an automatic end signal. A reserve
tabletop clock (approx 25 cm diameter, showing seconds and minutes) shall be
used should the official clock not be operational.
Suspension
shall be shown either on an electronic display linked with the clock, or on
clearly visible cards.
2.2.1 9 Jury
Two
AHF technical delegates shall form the jury together with the timekeeper and
scorekeeper provided by the organizer.
The
announcer shall also sit at the table. One further place is reserved for a
representative of the AHF medical committee.
2.2.20 Match supervision
The
AHF official engaged shall have overall supervision of the match, and a
separate table shall be set up for him.
2.2.21 Doping tests
Doping
controls shall take place according to the AHF and the IHF Anti-Doping Regulations.
2.3 Legal Section
2.3.1 Any
disputes arising during a competition shall be dealt with according to Articles
17 & 26 of the Bylaws of AHF.
2.3.2. Protests
2.3.3 A protest may be made against decisions and occurrences at championship and qualification events during and outside the matches, up to one hour after completion of the match and against payment of US $2001-, to be made at the same time.
The
Technical Committee shall deal with the protest (see AHF regulations for
penalties and fines).
2.3.2.2 The reason for the protest must be made in
writing by 9:00 am local time on the following day at the latest, and submitted
to the Technical Committee in one of the two
AHF official languages.
2.3.2.3 The Technical Committee shall decide on the protest by 12:00 am the same day at the latest, and also on the disqualification of players or teams, and shall impose the fine or penalty.
2.3.3 Appeals
Two
Executive Committee members shall form the Appeals Council.
An
appeal may be made against the decision of the Technical Committee up to two
hours after receipt of the decision, and with payment of US $1,500/- at the
same time. The jury shall deal with the appeal, and its decision shall be
final.
2.4 Financial Section
2.4.1 The participant shall bear the following cost:
Travel
expenses for the entire participating delegation. The AHF shall fix the place
of arrival and departure.
Participants
shall bear all costs in connection with obtaining any visas necessary.
Nations
taking part in a Asian championship or qualifications for world championship
shall pay the AHF a registration fee of US $2001-. The payment deadline is the
same date as the registration deadline.
Fixed
deposit:
At
men's, women's, junior men's and junior women's Asian championships
and qualifications for world championships all participants shall pay to the
AHF, at the same time as the registration fee, a deposit of US $2,0001- which
will be taken on account or repaid. If a registering federation has the
uncharged sum of US $2,000/- on its account with the AHF, this may be used as
the fixed deposit. Once the delegation has arrived for the competition, this
sum shall again be available to the member country and the share of the US
$10/- per person/per day due to the AHF can be deducted from this fixed
deposit.
The
balance remaining after deduction of the AHF share will be refunded to the
member. If the country should withdraw, the sum shall be forfeited to the benefit
of the AHF.
Accident
and sickness insurance
Federations
taking part at Asian championships and
qualifications for world championships are obliged to insure all delegation members, i.e. all players and all
officials, against accident and sickness, at their own cost. The organizer and
the AHF shall not be held liable for any accident that occur or any sickness.
Each
participating team bears the expenses for the maximum of 24 persons (up to 16
players and the remainder officials) starting one day before the competition
and finishing one day after the last match, except of teams achieved fifth and
sixth positions in accordance to article 2.2.7.4.
When
calculating the participation fee, the number of days is generally counted from
12:00 noon on the day of arrival to 12:00 noon on the day of departure, i.e.
although the days of arrival and departure make up two calendar days, they
represent only one fee-paying day.
Additional
days of stay
Participating
teams may, with the organizer's agreement arrive earlier or leave later, but
they must bear the additional cost themselves.
Each
team may take part with a delegation of 24 persons at most for the duration of
the Asian championship and qualifications for world championships, provided it
pays the cost of the additional persons itself.
2.4.2 The organizer shall bear the following costs:
In case a contract of sponsorship has not been signed between the AHF and a sponsor, the Organizer is bounded to pay the following amount to the AHF:

For
the functionaries and members of the Council, Technical Committee and General
Secretariat, as well as the AHF referees engaged by the AHF at a Asian
championship
and qualifications for world championships:
a -
travel expenses from their home to the place of arrival specified by the AHF, and for the return trip (against
receipts): by rail or boat, 1st class when necessary
reimbursement of air ticket and fixed sum per kilometer; according to the AHF
guidelines (see Financial Regulations)
b -
any visa costs;
c -
the cost of board and lodging during their period of engagement at the Asian
championship and qualification for world championship.
d
- If payment is made in local currency, the exchange rate used for item b)
to c) above shall be the current bank buying rate for US dollar in organizing
country.
The
organizer shall be obliged to conclude a health insurance policy for members of
the Technical Committee and the Referees during the Asian championship and
qualification for world championship.
2.5 Rights
and advertising:
Television,
film and video rights as well as advertising in the playing halls, the AHF
alone shall hold these rights. The corresponding agreements shall be made with
the respective organizer.
The
AHF shall receive the revenue from television, film and video as well as income
from advertising in the sports facilities. The respective organizer shall
participate according to mutual agreement.
Rights
in respect of advertising on sports equipment are laid down in theRegulation on
Advertising on Sportswear.
2.6
Video
recordings:
-
All teams shall, after application to the AHF, be allowed video recordings for
teaching and training purposes. Any person wishing to record a match must be
accredited and possess AHF approval. If he cannot prove he has
permission, he may be removed from the playing hall.
- A
playing hall's dimensions may make limitations necessary for this playing hall,
after agreement with the AHF.
- Video recordings may be made by one person only with one camera. These video recordings may be used only within the team, for the purpose of improving game tactics, and not for commercial exploitation.
The
AHF's video team, consisting of two persons, generally receives accreditation
for the world championships.
After
the competition the organizer shall provide the AHF with VHS video recordings
of all matches, free of charge.
2.7
Awards
and ceremony:
The
opening and closing celebrations shall be reasonable proportions. Details are
contained in the List of Duties for Official AHF Competitions.
Winners
(places 1-3)
Medals
and certificates shall be awarded to the first three teams of 24 persons each
as follows:

Participants
All
other teams as well as the functionaries and referees acting on behalf of the
AHF shall receive a souvenir medal or certificate.
One
set of medals and certificates shall be provided to the AHF General Secretariat
archives.
