Statutes
Definition:
(1)
"The Federation" The Asian Handball Federation.
(2) "The International Federation" The International Handball Federation.
(3) "The Congress" The Congress of AHF.
(4)
"The Council" The Council of AHF.
(5) "The Executive Committee" The Executive Committee of AHF.
(6)
"Main Office" The Federation's Secretariat at the Headquarters
office.
Establishment & Headquarters:
The Asian Handball Federation was established in
January 1976 in the State of Kuwait and the Headquarters are located in Kuwait.
Official Language:
1-English & Arabic are the official languages of the
Federation. All correspondence and
record, should be kept in these languages.
2-Delegates may speak in their own languages
provided adequate translation is pre-arranged entirely by the member himself
Aims of AHF-
1. To
expand and develop Handball game in the Asian Continent.
2. To
protect amateurism in Handball game and raise its
technical standard.
3. To organize Asian Championship and World Championship
qualifications with its various categories approved by the International
Handball Federation.
4. To make rules and regulations for organizing the
Asian Championships and World Cup qualifications in line with the International
Federation rules & regulations.
5. To control all championships organized by the
International and Asian Federations in the Asian continent.
6. To mediate and settle all disputes that may
arise between
member Federations.
7. To give advice and consultation to members, when
required, for the benefit of Handball game, technically and morally.
8. To strengthen friendship and mutual relationship
between Asian youths and Handball family's officials by organizing
championships and tournaments at all levels and activities
9. Promotion of new member
federations.
10.Promotion of the cause of referees and coaches.
11.Promotion of junior players of the two genders.
12.Promotion of mini and beach handball
Federation.
Membership:
The membership of AHF is open to all Asian National Federations
which are officially recognized in their countries.
Applying for
Membership:
All Federations
who apply for membership have to address their written applications to the AHF
Secretary General with the following particulars:
1. Name and address of applicant
Federation.
2.
Names and
addresses of council members of the applicant and by-laws regarding tournaments
and Referees.
3.
Two copies (if possible, in English and Arabic) of the Statutes.
4.
Information about the Federation's activities in its country since it
has
been established.
5.
After taking
all required procedures, the Federation applying for membership may be granted a
provisional membership by Council or of the Executive Committee and the
application should be presented in the first meeting of the Congress, for
decision based on absolute majority. The congress has the right to reject as
application, with justifications.
6. Whatever the decision on the application, the
Secretary General should notify the decision to the concerned Federation,
giving reasons.
7. The
membership fee is US$100.
Federation Member responsibility:
1. To strictly observe the regulations and by-laws rectified by
the
Congress.
2. To participate in Asian championships and qualifications for World championships organized by IHF.
3.
To
participate in refereeing, coaching and any other courses organized by AHF to
promote the game in the Asian continent.
4. To pay the fees of membership, annual
subscription and the fees of participation in the championships to which the
Federation member is invited.
The Congress:
The Congress is the highest policy making authority
and is composed of:
(1) Members of AHF Council.
(2)
Representative of Member Federations.
Conditions of attending the Congress:
(1) Federation
Members and Representatives:
a. The Member Federation must have
fulfilled its financial and moral
obligations.
b. The Federation should be represented by not more than two delegates holding an official letter authorizing them to attend the Congress and vote for their Federation.
c. Every Member Federation has only One (1) vote in the Congress.
d. Delegates to the Congress must be
citizens of the Council
they represent its Federation.
e. Should any Federation fail to fulfill the conditions of attending the Congress, its right to voting shall be forfeited, but may attend as observer only.
(2) Council Members and
Guests:
a. The AHF Council Members have the right to attend the Congress with no right of voting.
b. Guests of the Federation and the invited honorary members to attend the Congress, are considered observers. They may participate in the discussion if they are asked, with no right of voting.
Congress:
1) The Ordinary Congress:
a. The Congress holds an ordinary meeting once every two years after the ordinary Congress meeting for electing the Council. The meeting will be legal by the presence of the absolute majority of members registered in the Federation and who have settled their annual membership fees. If quorum is not complete, the meeting will be postponed for one hour then held and will also be legal by the presence of one-third (1/3) of the members.
b. The agenda is composed of:
1. Opening of the Congress.
2. Ratifying the minutes of the last meeting
of Congress.
3. The administration report.
4. The financial report.
5. Proposals of the Council and the Member
Federations.
6. Reports of the chairmen of following Sub-Committees:
- Competition & Organization Committee
- Playing Rules & Referees Committee
- Coaching & Methods Committee
- Information & Development Committee
- Medical Committee
7. Accepting the application for the membership of AHF.
8. Fix the date and venue
for the next Congress.
9. Conclusion of the
Congress.
2) The Election Congress:
Congress meeting
for electing the Council members of AHF.
a.
Ordinary Congress shall be held to elect new Council members every Four
(4) years during the Olympic Games, if held and wherever it may be, the
Congress should be held before IHF Congress. For the legal Congress all the
procedures of holding an Ordinary Congress should be followed. If the Olympic
Games are not organized, the Congress shall be held in any suitable place
before the set date for IHF Congress.
b.
Congress agenda is composed of:
1. Opening of the Congress.
2. Counting votes of those who have the
right to attend and
vote in the Congress.
3. Ratifying the minutes of the last
Congress,
4. Ratifying the administration. report
5. Ratifying the financial report.
6. Reports of the chairmen of the following Sub-Committees:
- Competition & Organization Committee
- Playing Rules & Referees Committee
- Coaching& Methods Committee
- Information & Development Committee
- Medical Committee
7.
Clearing the Council's responsibilities for the previous term.
8. Selecting Three
(3) members from the Congress to
supervise the election process.
9. Election of the President
(from the country where the
Head Office is located).
10. Election of Three (3) Vice Presidents.
11. Election of the Secretary General.
12. Election of the Treasurer (from the Country where Head
Office is
located).
13. Election of the Five (5) members of the Council.
14. Election of Federation's representative to IHF among the
elected
members.
15. Appointing Legal Auditors.
16. Discussing the proposals submitted by Member Federations.
17. Accepting the application for the membership of AHF.
18.
Selecting and
approving of members applications to host championships and tournaments ratified for the next
two years.
19. Any other subject.
20. Conclusion of the meeting.
3) The
Extra-ordinary Congress:
a. The Extra-ordinary Congress can be convened
by the President according to:
1.A decision of the Council.
2.A written request to be submitted by
two-thirds (2/3) of
eligible members justifying the holding of such Congress.
b. The
Extra-ordinary Congress shall be held during three months from the date of
consenting to its holding and the agenda will be confined to the discussion of
the reason for which the Congress was convened.
c. Decision taken
by the Extra-ordinary Congress will be by the majority of two-thirds (2/3) of
the presence. The meeting will be considered legal by the presence of, at least
two-thirds (2/3) of members. If quorum is not complete, the meeting will be
postponed for One (1) hour, if the quorum is still not complete the meeting
will be cancelled.
Procedures of Congress:
1. The invitation
is extended by the Federation to members to attend the Congress, at least Four (4) months before the meeting.
2. Member
Federations are required to send the names of their candidates to the
membership of the Council and Sub-Committees. Federation should also send its
proposals during a period of not more than One (1) month from the date they
receive the invitation.
3. The Federation
should send the agenda of the Congress along with members' proposals and
nominations (When the meeting includes elections) attached with the
administrative and financial reports and any other instructions at a date not
less than One (1) month from the date of Congress meeting.
4. Nominations and
proposals received by the Federation after the deadline would not be
considered.
General Rules:
1.
Congress
decision shall be effected and obligatory to the Federations and Members after
Thirty (30) days of the Congress meeting.
2. Congress may vote for the decision's effectiveness immediately or defer it for a longer period.
3.
The Congress
shall not consider any subject other on the agenda unless a request is
submitted by two-thirds (2/3) of Congress eligible members to add such topics
to the agenda for discussion, exept the proposals regarding the statutes which
should not be included in these.
4.
Voting on
proposals and recommendations will be raising the hand of or by any other means
to be agreed upon, and the proposal shall be considered ratified with agreement
of majority (Half of eligible votes plus One).
5.
Voting for
members' nominations shall be by
raising the hand if there is one person nominated for the post. If there
are more than one nominations for a certain post, secret voting shall take
place by completing a special prepared form.
6. Discussion during the Congress
shall be in English and Arabic languages.
Those who do not speak these two languages have to provide a translator
on their own expenses.
The Council:
The Council is composed of:
(1) The President
(2) Three (3) Vice Presidents
(3) General Secretary
(4) Treasurer
(5) Five (5) Members of the Council
(6) Chairman of the AHF Sub-Committees, not already
on the Council.
Qualification for Membership of the Council:
(1) The candidate
should be nominated by his national Federation and be a national of the country
of the Federation. Council members are elected in their personal capacity.
(2) He should not be less than Thirty (30) years of
age.
(3) He should have interest in Handball game and
previous experience in Handball administration.
Depriving the membership of the Council:
The Council member will be deprived of following cases:
(1) Demise.
(2) Resignations.
(3) Absence from Three (3) consecutive meetings without
giving reason in writing. A
determination in this regard
should be issued by the Council.
(4) If the member misuses his position or
indulges in any
discourteous conduct or corruption which may damage in
any way
the reputation of the Federation.
(5) In case of vacancy in Council's executive positions due to
one of
the reasons mentioned in article (15), the Council
will appoint one of its
members to fill the vacancy for the
remaining period of the Council.
(6) For more than four vacancies, extra-ordinary
Congress
shall be convened within six months to elect the Council
members.
(7) In case of any vacancy of Council's positions
due to one
of the reasons mentioned in the article (15), the substitute
will be
elected in the next ordinary Congress.
Meeting of the Council:
2.
If the quorum is
not complete, meeting shall be postponed for only a day and then will be legal,
provided the members who attend are not less than one-third of the Council. The
President or one of the Vice Presidents must be present.
3.
The Council may
hold its meeting when convened by the President or upon the request of
one-third of Council members, whenever necessary. The President or one of the
Vice Presidents must be present.
Duties of the Council:
1. Executing Congress decisions.
2. Appointing the Executive Committee.
3. Forming the following Sub-Committees:
a. Competition & Organization Committee.
b. Playing Rules & Referees Committee.
c. Coaching & Methods Committee.
d. Information & Development Committee.
e. Medical Committee.
4. Approving the by-laws and regulations
for the various committees.
5. Setting up and controlling by-laws
for administrative and
financial affairs.
7. To settle any disputes which may
arise between members and to give them the advice and guidance.
8. To set up the
calendar of activities of the Federation.
9. Considering, accepting or refusing
the applications for the Congress.
10. Considering the proposals of Member Federations.
11. To review budgets, administrative and financial reports
before submitting them to the Congress.
12. To apply international by-laws regarding players
and their transfers.
13. To setup by-laws for penalties and fines.
14. To take decisions on the matters which were not
stated in the statutes and to organize the Federation’s affairs, provided that
these matters and affairs should be referred to in the annual report.
15. In case of any disagreement or interpretation of
the statutes and by-law, the explanation of Committee will be the approved one.
16. For necessary reasons, the Council may do
without Committee before the expiry of its term and may ask a member or those
who were retired.
17. The Council has the right to dissolve a Sub-Committee
and re-compose it for reasonable reasons.
18. Employing, promoting and discharging the
employees.
19. AHF is the supreme authority for Handball in the
Asian continent and its decisions regarding any dispute are final.
The Executive Committee:
1. The Executive Committee is composed
of:
a – President
b - One of the
Vice Presidents (Selected by the Council)
c - Secretary
General
d – Treasurer
e - A Council Member (Selected by the
Council)
2. Federation with the Treasurer.
3. The Executive Committee holds a meeting once every Six
(6) months or/and whenever necessary.
4.
It supervises the work of all committees of the Federation and controls
the administrative, financial and technical affairs of the Federation.
5. It takes prompt decision when necessary on the telephone,
by telegram, telex or facsimile and report them to the Council in its meeting.
6.
It appoints, promotes and controls employees.
Responsibilities of the President:
(1) The President shall represent the
Federation on all
occasions as its spokesman.
(2) The President shall preside over the
meetings of the Congress, Council and the Executive Committee.
(3) Shall sanction and sign agreements and
contracts.
(4) Shall control financial matters and sign
cheques of the
Federation with the Treasurer.
(5) Shall have the right to attend the
meetings of all the
Committees of the Federation.
Responsibilities of the Vice-President:
During the absence of the President, one of the Vice-Presidents selected
by the Council will act and take all the responsibilities of the President.
Responsibilities
of the Secretary General:
(1) He calls for the meetings and makes necessary
arrangements and procedures for holding the Congress, the Council and the
Executive Committee. He writes the minutes of said meetings.
(2) He will be in charge of all administrative affairs
and implement the Federation's decisions.
(3) He shall be responsible for all correspondence
of the Federation and shall sign the letters on behalf of it, except those
considered necessary by the Council for signature of the President.
(4) He should up-to-date all office records.
(5) Receiving and reviewing the applications of
affiliation before presenting to the Council.
(6) Issuing a bulletin covering the latest news of
AHF and
Member Federations.
(7) Sign cheques with the Treasurer in the absence
of the
President.
(8) He shall attend all Committee meetings.
(9) Preparing and presenting
proposals from the Member Federations to the Council and the Executive
Committee.
(10) Making the administrative report
about the AHF activities and presenting it to the Council and the Congress.
Responsibilities of the Treasurer:
1)
He shall be responsible for AHF incomes.
2)
Deposit the AHF revenue in the Bank chosen by the
Council.
3) Implement the
decisions of the Council and the Executive Committee regarding financial
affairs.
4)
Sign cheques with the President or the Secretary
General.
5) Making the financial report of
the AHF and presenting it
to the Council and the Congress.
6)
The Treasurer may sanction up to US$500/- on one
item, at a time.
7) He shall present to the Executive Committee a
statement of expenditure at its first meeting.
8)
The Treasurer may maintain an imprest account of
US$300/-for petty cash
expenses.
Dissolving Federation Council:
1. The Council shall be dissolved when it loses
confidence of the Congress by 3/4 majority of present members, who have the
right to vote.
2. In case of dissolving the Federation
Council, the Congress should appoint a temporary committee to administrate the
affairs of the Federation. During three months from dissolving the Council, the
Congress should hold a meeting to elect new Council members.
Financial Regulations:
The following are the income sources of the Federation:
(1) Sources of the income:
a.
Grants and subsidiaries of the following description, to be provided by
the Government of the
Country where the Headquarters are located
1.
Annual
fixed grant of US$150,000
2. Suitable office
building.
3. Coverage of
administrative expenses of the
Federation.
4. Reasonable means
of transportation for official use of
the Federation.
5. Expenses of the Executive Committee members for
attending meetings, Congresses and
relevant events.
(This will include traveling,
boarding, lodging and out
of pocket allowance.)
b. Annual
Subscription.
c. Grants,
subsidiaries and donation approved by the
Executive Committee (The Council).
d.
Federation's shares in the revenues of the international, official and
friendly matches rganized by
members will be as per the terms and conditions for hosting Asian competitions
e. Advertisements.
f. Television
transmission.
g. Video
recordings.
h. Any other
revenues approved by the Council.
(2) General
Conditions
a- The fiscal year
starts on January 1st and ends on December
31st of each year.
b
- The Federation spends its money
on the matters for which it
was founded.
c
- The Federation money should be
deposited in the Bank
chosen by the Council.
(3) Affiliation
and Subscription Fee
a -
Affiliation fee is US$l00.00
b - Annual subscription fee
is US$l00.00 payable every year before the end of January. In case of delay for six months, the Member
Federation will pay a fine of 25% and in case of delay for one year, the Member
Federation will pay a fine of 50% of the subscription.
c- Affiliation fee is subject to change by approval of the
Congress.
(4) Travel & Accommodation Expenses:
a - Member Federation will bear travel and full
board accommodation expenses of its Council Members to attend the Council meeting and the Congress.
b - The Federation will pay travel, board and
lodging expenses of the Executive Committee Members.
c - Member Federation will pay travel and
accommodation expenses for members of the sub-committees nominated by them.
d - The Federation will pay travel and lodging
expenses any person who is sent on official assignment after approval of the
Executive Committee or the Council.
(5) Daily
Allowance for Official Missions:
(Subject
to the availability of funds)
a. Council member's daily allowance is US$200.00 to
cover his accommodation and local transportation,
when on official assignments.
b.
Other member's daily allowance is US$150.00, when on
official
assignments.
c.
US$75.00 will be paid if the host covers boarding & lodging
expenses
of the Council member, others US$50.00.
e.
Extra allowances for one day before and after the mission will
be paid.
(6) Air Tickets:
The
Federation will provide First Class air ticket to the Executive Committee members and Council members when
on official assignment. In case the main office
personnel are
assigned
for a mission, the Federation will provide them with tourist class air tickets.
Forfeiture and Suspension of Membership:
The Membership of a Federation may be forfeited for
the following reasons:
1- At a written
request of the concerned Federation.
2- For a behavior in
contradiction with the aims and objectives
of the Federation.
3-
For violation of
AHF's Statutes, Rules and Regulations.
4- The Council may suspend the membership for a certain period for the reason of bad behavior stated in the
above mentioned items (2) & (3), provided that the Council members should submit a
sufficient report to the Congress to decide and impose the appropriate penalty
or fine. The forfeiture of membership should be approved by Three- Quarters
(3/4) of the Congress members.
5- If the Member Federation fails to pay its annual subscription during
the period allowed in Article (24) Item (3) (Annual Subscription), it's
membership should be suspended and deprived of its right of vote until
settlement of all of the financial obligations.
Penalty:
1- The Federation Council can impose on the Member
Federation
what it sees suitable of the following penalties:
a - A notice of caution.
b - A notice of warning.
c - Fines.
d - Suspending Membership.
2-The Congress is entitled to impose fines of not
more than US$10,000/-. The
Executive Committee is also entitled to impose a financial fine of not more
than US$1,000/-.
Implementation of the Revised Statutes:
1-The revised Statute was approved at the AHF
Congress at Hiroshima - Japan in 1994 and hence all of the Ex-Statutes will be considered as expired.
2-The Council has the right to explain these
articles and take the necessary decisions related to all the subjects not
mentioned in this Statute.
