This catalogue provides an overview of the most important disciplinary actions and penalties applied within the IHF and the AHF.  It further gives assistance in decision taking for every organ of the AHF.  Nevertheless the organs are not relieved of their obligation to examine the facts of each case, to take independent decisions and to be impartial in reaching verdict.

 

1.Types of penalty imposed during play.

 

The AHF differentiates between the following types of penalty imposed during play:

a) Warning.

b) Temporary suspensions.  The Technical Committee may impose a suspension lasting up to two years.  On application, the Technical Committee and Council may impose longer suspensions.

c) Administrative penalties and fines.

d) Cancellation and replaying of matches.

e) Withdrawal or loss of points in the events concerned.

f) Exclusion from current or future events.

 

The above penalties may be imposed individually or in combination.

 

1.1 Temporary suspensions are imposed, in particular for:

 

1.1.1    Violent or insulting behavior towards officials and referees;

 

1.1.2    Use of players who are not entitled to play or have been suspended;

 

1.1.3    Inappropriate conduct by teams, officials and other persons involved in the match.

 

1.2 The following guidelines apply to the imposition of temporary
            suspension:

1.2.1 Verbal unsporting conduct without gestures.

When the penalty is determined, the following circumstances should result in a lesser penalty:

                             - Reflex

                             - Provocation

                             - Assistance

                             - Other special circumstances

                            

When the penalty is    determined, the following circumstances should result in a harsher penalty:

                               - Fighting.

                               - The perpetrator is an official, team leader or substitute.

                               - The misconduct is directed at people in the substitution
                                 area or spectators.

                             - Other special circumstances (e.g. bringing the AHF and IHF into   disrepute).

 

 

Suspensions may only be imposed if the match report sheet contains a note on the player's misconduct to this effect by the referees and/or the AHF official makes a special report.

Suspensions imposed by the AHF apply for the same amount of time to matches organized by the member associations and continents.  The written verdicts must state a respective note.

 

1.3 Guidelines for imposing administrative penalties and fines.

 

1.3.1  For breaches of the regulations and discipline before, during or after the match: US$1,000/-.

 

1.3.2  Inappropriate conduct by a team or a player (e.g. leaving the court in protest or refusing to leave the court, etc.) and by officials and attendants: US$300/-.

 

1.3.3  Use of players or team who have been suspended or are not entitled to play: US$1,000/-.

 

1.3.4  Cessation of the game caused by a team: US$3,000/- and reimbursement of any cost incurred.

 

1.3.5  Infringement of the Bylaws and regulations of the AHF: US$5,000/-.

 

2. Withdrawal/non-appearance of a team from/at AHF event.

 

2.1  An association that registers for an AHF event and subsequently withdraws will lost its entry fee and deposits.

 

- If a team withdraws from an AHF event after the draw has been effected, the association concerned shall be imposed a fine of US$15,000/- and shall be banned from participation in the next Asian championship, of the same category.

 

- The withdrawing team shall also pay 20% of the total accommodation cost per team in the championship, to the organizing member.

 

2.2 Withdrawal of Asian teams from World Championships.

 

- If a team qualified from the Asian continent for a World Championship withdraws after the draw has been affected, the following penalties shall be imposed:

 

* A fine of US$20,000/-.

 

* Ban from participation in the next Asian qualifications of the same 
                 category.

 

 

3. Use of banned players and/or who are not entitled to play.

 

If a banned player is used, the teams shall lose the match with and the match result shall be declared if the difference of goals is ten (10) or more.  In case the goals difference is lesser the result shall be declared as Ten/Zero (10:0).

 

A fine of US$1,000/- is also imposed on the team.

 

If a player is used who is not entitled to play, his team shall be excluded from further participation in the ongoing competition and a report is forwarded to the AHF Council for any further decision.

A player is not entitled to play in the following cases:

 

1. Not been registered in the approved team list consisting of 16 players.

 

2. Has played more than two Asian Championships of the same category, Men Junior or Women Junior.

 

3. Holding a fake document.

 

 

4. Failure to meet payment dates for AHF events.

 

If an association does not meet the payment date of participation fee for an AHF event, then the entry fee will be doubled once the date has passed and a fine of US$1,000/shall be imposed.  After a further four weeks, the association concerned will be excluded from the event.

 

5. Matches against suspended members of the AHF.

 

For unauthorized matches by national and selection teams against suspended members of the AHF, a fine of US $1,000/will be imposed and the association responsible will be liable for the payment.

 

The AHF Council may impose a higher fine if such infringements are repeated.

 

6. Not passing on a message.

 

For not passing a message on to the AHF General Secretariat within the specified period when requested, a fine of US$ 100/may be imposed on the association concerned.  This also applies to messages relating to the times, locations and results of matches and to messages relating to the engaging of referees.  Such a fine may also be imposed if the information is incomplete.

 

7. Late registration of international/ continental referees and continental candidates.

 

If international / continental referees and continental candidates are not registered by the specified registration date a late registration fee of US$ 100/-, is imposed.

 

8. Infringement of the regulation on advertising.

 

At AHF events, contravention on the regulations on Advertising will be considered and penalized, if appropriate, at the event by the Technical Committee and at other times by the Executive or the Council of the AHF.  The corresponding AHF provisions shall apply.

 

9. Infringement of the Anti-doping Regulations.

 

If a doping offence is proven, the teams shall lose the match with and the match result shall be declared if the difference of goals is ten (10) or more.  In case the goals difference is lesser the result shall be declared as Ten/Zero 1 0:0).

 

A fine of US$ 1,000/- is also imposed to the team.

 

The players concerned will be disqualified from all remaining matches of the tournament.  In addition, the players will be suspended from national and international matches for two years.

If doping offences are proven for more than one player in a team, then the team will be disqualified from entire event.  The matches already played will not be counted.

The AHF reserves the right to institute disciplinary proceedings against anyone who administers drugs.  If an infringement of the Anti-doping Regulations is proven against officials (trainers, attendants, doctors and physiotherapists), a two-year suspension will be imposed.

 

10. Non-payment of a fine.

 

If a fine is not paid within two months of being imposed, it will be doubled and, if it remain unpaid after a further month, the association concerned may be excluded from championships and competitions held by the AHF, until the fine has been paid.

 

11. Offences by members.

 

Upon application by the Executive Committee, the AHF Council may warn and/or penalize member associations, which have infringed or not followed the AHF Bylaws.

Warnings will be made in writing and notified to all the member associations at the same time.

These Regulations have been approved by the AHF Executive Committee and Council on 18th May 1999 and shall be effective from said date.
