2. Asian Championships and
Qualifications
According to Bylaws, the Asian
Handball Federation (AHF)
shall hold Asian Qualifications
for men, women, junior men and junior women World
Championships, as well as the
Qualifications for World Cup for club teams. It shall also hold the
qualification for Olympic handball tournaments for men and women.
All members that have fulfilled
their obligations towards the AHF basically have the right to take part in AHF
competitions.
These regulations shall apply
in connection with all other pertinent regulation (See
Bylaws).
2.Asian Championships and
Qualifications for World
Championships
2.1
Administrative
section
2.1.1
Announcement
The
AHF General Secretariat shall announce about Asian Championships and
Qualifications, based on the Bylaws and the Regulations for official AHF
competitions.
2.1.2
Number
of participants
The
minimum number of participants at Asian Championships and qualifications of all
categories shall be four teams.
The
AHF Council or Executive Committee has the right to take appropriate decision
in case of the number of participants is lesser than the minimum limit.
2.1.3
Asian
Qualifications for Men/Men's Juniors WC
Teams
achieved good position between lst - 10th in the previous world championship
are qualified for the next world championship. However, these teams are required to participate in the
relevant Asian qualifications. In
case of failure in doing so, their qualification status shall be nullified.
2.1.4
Asian
qualifications for women / Women's Juniors WC:
Shall be held according to Qualifications for WC as per article No. 2, except 2.1.3 shall not apply to Qualifications for Women / Women Juniors WC.
2.1.5
Asian
Qualifications for Club League WC:
1-Asian clubs achieved 1st position in the National Club League organized by members of the AHF, shall take part in this championship.
2-Title
holder of the previous championship.
3-Two
teams from the hosting member.
4-Foreigner
players:
Two players can be registered with the preliminary list of 16 players, who are not on list of registered players with the club for the same year. Only one player shall be registered with the list of 12 players.
5-Teams shall be grouped
according to the number of participants and article 2.2.3 shall be followed.
6-Title holder team of the last championship shall be included in a
group different then
the group of champion team from the hosting country.
7-A
group shall not contain teams from the same country.
8-Remaining teams shall be distributed into groups by a draw.

2.1.6 Registration:
Teams
shall give a binding confirmation of their enclosure), must include:
participation
to the General Secretariat, latest after a month from announcement of date.
& place of the competition. At the same time, they shall transfer a deposit
of US$2,000/- and the registration fee of US$200/-. In case these deadlines are not followed,
the registration fee shall be doubled. In case these amounts are not settled
after four weeks from the fixed dates the registration shall lapse in
accordance with the penalty & fine rules.
2.1.7 Draw and Organizer privileges:
The draw shall be held by the
Competition & Organization Committee of the AHF according to following rules:
-Groups
shall be formed in accordance with the number of teams participating. Teams
shall be distributed into groups according to the ranking in the previous
championship.
-The
Organizer has the right to select it's preferred group within the second level,
incase it is not on top of a group or have abstained from a group. The
Organizer also has the right to choose to play the opening match for male &
female, within its group. Accordingly appropriate changes shall be made in
schedule of organizer's group only and no other changes to the schedule will be
allowed in any condition, once been approved.
2.1.8
Non-appearance:
If
any team, does not appear after the draw is carried out, the COC or the
Technical Committee shall change the match schedule and impose relevant
regulations for penalties & fines.
In
the case of non-appearance or a withdrawal, the AHF Regulations concerning
penalties and fines shall apply.
2.1.9
Team
registration:
Each
delegation may consist of up to 24 persons. Up to 16 players and the remainder as officials (Stating
their function) should be registered with the organizer (with copy to the
General Secretariat) as follows:
-Provisionally:
one month before the Asian championship and qualification of world championship
at the least
-Definitively: one day before the Asian championship and qualification for world championship, one hour before the technical meeting, in three copies, to the AHF representative responsible.
The
registration, on the AHF form for that purpose (see enclosed),must include:
a)
officials
Surname, first name, date of birth, nationality, sex, function within the delegation and indication of the officials.
b)
officials
player
number, first & second name, surname, date of birth, nationality, club,
height, weight, number of international games, number of goals scored (in the
corresponding Asian championship and qualification for world championship);
c)
player clothing
color
of shorts and shirts of lst and 2nd sets of clothing; color of goalkeeper's 1st
and 2nd set of clothing. (Cycling pants may be worn. They must be the same
dolor as the shorts. Or they may be worn instead of shorts. Face masks or
similar are not allowed.)
If a
team has registered fewer than 16 players, it may post register the remaining
players to complete the number during the Asian championship or qualification
for world championship.
One
hour before the start of play, each team must give the Technical Committee a
list showing the line-up with the names of up to 12 eligible players to be used
in the match.
If,
before the start of play, one of these players is been injured, he may be
replaced before the start of play.
If less players are listed, no further players may be added.
It
is recommended by the organizer that a copy of the registration line-up should
be used as this list, with those players not being used deleted.
2.1.10 Eligibility
to play:
The
passport is the only official document to prove the eligibility to play and the
age of a player.
The
age limit for Asian championship and qualification for world championship is 21
years for men juniors and 20 for women juniors.
Players
who are not officially registered by the date set as deadline shall not be
allowed to play in the competition.
Players
are not allowed to participate in more than two
Asian
Championships where the age factor is complied
i.e.
Men & Women Juniors.
Championships
of Junior.
.
2.1.11 Use of banned players and/or those not
entitled to play:
If a
banned player is used, the teams shall lose the
match
with and the match result shall be declared if the
difference
of goals is ten (10) or more. In case the goals
difference
is lesser the result shall be declared as
Ten/Zero
(10:0).
A
fine of US$1,000/- is also imposed to the team.
* If a player is used who is not entitled to
play, his team shall be excluded from
further participation in the ongoing competition and a report is forwarded to
the AHF Council for any further decision.
* A
player is not entitled to play in following cases:
1-Not
been registered in the approved team list consisting of 16 players.
2-
Has played more than two Asian the same category, Men Junior or Women
3-
Holding a fake document.
2.2 Technical
section
2.2.1 Dates for qualifications and Asian championships:
The
AHF, with the organizer's agreement, shall set the exact dates for the competitions, which should
principle be during the following periods:

2.2.2 Dates for championships and Asian qualifications:
- The Asian men, women, men junior and women junior qualifications for World Championships, will take place in even years (2000, 2002, etc.)
The Asian men & women qualifications for Olympic games will take place every four years during the odd year before Olympic games.
The
Asian qualifications for club teams World Championship will take place
every year.
2.2.3 Formation of Groups:
Groups
shall be formed in the following order:
-
One group if number of participants is between 3 – 6
teams.
-
Two groups if number of participants is between 7 – 12
teams.
-Four groups if the number of participants is 13 teams or more.
2.2.4

2.2.5 Formation of One group:
2.2.5.1
If number of participants is between 3 to 6
teams, One group shall be formed according to following rank order:
1.1st
ranking team of the previous championship or the runner-up among the
participants.
2.2nd
ranking team of the previous championship or the runner-up among the
participants.
3.Organizing

2.2.5.2 A draw shall be carried out by the COC-AHF for the teams who are not ranked in the previous championship.
2.2.5.3 Matches are played according to the above mentioned article No. (2.2.4) as per number of teams.
2.2.5.4 Numbers in the matches scheme (2.2.4) are replaced with names of participating teams during the draw process.
2.2.6

2.2.8
Match scheme:

will layout the match schedule in co-ordination with the Organizer.
2.2.9
Evaluation
of results
2.2.9.1 The preliminary round is played in groups. Match results shall be evaluated as
follows:
-
each match won =

2.2-9.2 Teams are ranked according to the total number of points gained.
2.2.9.3 If two or more teams gained the same number of
points after the group matches have been completed, placing is decided as
follows:
-
results in points between the team concerned;
-
goal differences in the matches between the teams concerned.
-
greater number of plus goals in the matches between the teams concerned.
2.2.9.4 If the teams are still equal, a decision is
made between those teams with an equal number of points as follows:
- goals difference is
subtracted in all matches.
- greater number of plus goals in all matches.
2.2.9.5 If classification still is not possible, a draw shall decide. The official AHF representative engaged at that location shall make the draw, if possible in the presence of those responsible for the teams. If those responsible for the teams cannot be present, other co-workers selected by the AHF shall take part.
2.2.9.6 After completion of
the preliminary round according to
2.2.9.7 In the case of a draw after regular playing time, after a break of five (5) minutes there is first extension of 2 X 5 minutes, changing sides half way through but without a break in-between.
2.2.9.8 If the match should still not be decided after this extension, after a break of 5 minutes there is a second extension of 2 X 5 minutes, changing sides half way through but without a break in-between.
2.2.9.9 Should the match still not be decided after the
second extension, then it is decided with penalty throws.
2.2.9.10 Before the penalty throws each
team, using a list of player numbers at that match, gives the referees the
number of five players still entitled to play at the end of the match. They make one throw each, alternating
with the opposing team. Teams have
free choice of the order in which players throw.
2.2.9.11 The goalkeepers may be freely chosen and exchanged. Goalkeepers may make throws and those making penalty throws may act as goalkeeper.
2.2.9.12 The referees decide which goal is
used. The referees draw lots to
decide which team goes first. The team
winning the draw may choose whether it wishes to throw first or last.
